Gov. Doug Ducey of Arizona Signs Abortion Drug Bill That Skirts New F.D.A. Protocol

Governor Ducey approved the bill on the day after the federal agency eased its recommendations on the use of mifepristone. He said he knew that changes in the legislation might be necessary.
